Paper products split into three regulatory worlds that look similar on a production line and are not similar at all on a label: dry tissue, skin-contact wet wipes, and food-contact packaging paper. The same additive can be technically suitable for all three and permissible in only some, which is the distinction this page exists to make.

We give the finished-product silver level because that is the number a regulator or a customer's quality team will ask about, and because “contains nano silver” without a concentration is not information.

Wet-wipe formulators are usually solving two different problems at once: preservation of the lotion in the pack, and an antibacterial claim on the wipe. These are not the same job, and a metal-ion additive is not a drop-in replacement for a preservative system with an established preservative efficacy test.
