The formulator's problem is the swallowing fraction. That is a formulation and regulatory decision that belongs to you and your market's authority, not to an ingredient supplier, and we will not offer an opinion dressed up as guidance. What we can say is what the ingredient is: a fine hydroxyapatite composite, dosed at 0.5–2%, free of triclosan and diethylene glycol, with the particle size specified.
Pet dental products are swallowed in full, which is why the category leans toward mineral and enzymatic actives rather than anything requiring expectoration.
