Pet beds, pee pads and sofa covers get grouped together as “pet textiles”, but as odour problems they are not the same. On a bed the odour builds up slowly in the fill. On a pad it arrives all at once and the absorbent core does most of the work. On upholstery the problem is usually transfer and wash frequency. Specifying the same fabric for all three is how a product line ends up disappointing in one of them.

Ammonia is the right molecule to be measuring for this category, because it is the one that dominates pet urine odour. A supplier quoting only a general antibacterial percentage has not addressed the odour you are actually trying to fix.
Either. Masterbatch if you have a spinner, yarn if you have a mill, finished fabric if you want to skip both. Most pet brands start with fabric and move upstream as volume grows.
It will reduce odour between washes. It will not compensate for an absorbent core that is too small for the intended volume. Tell us the pad's capacity target and we will tell you honestly whether fabric is your constraint.
